YES!

The fishy connection is that the present college is housed in what was the Manchester Aquarium buildings.

Other notable alumni are our three, who all received 7 years of state education there.

I thought the picture looked "estuarine" and rather Lincolnshire-like.

That not being the case, I went north-west and wondered if that were nearer to the actual location .... I'm now so lost, a hint of which general area would be helpful.
