Yay! Beaufort Wind Force Scale. it is.
Given that it was developed for the Royal Navy, it's always struck me as odd that it uses so much vegetation to differentiate between each level, after all there are not many trees in mid Atlantic.
- 3-Gentle breeze - Leaves and small twigs constantly moving, light flags extended.
- 5-Fresh breeze - Branches of a moderate size move. Small trees in leaf begin to sway.
- 9-Severe gale - Some branches break off trees, and some small trees blow over.
- 12-Hurricane - Very widespread damage to vegetation.

The voice behind the camera was Kent Walton. The show would be 'Cool for Cats'
Apparently there were two pseudonyms for Kent Walton. 'Ralph Solomans' and 'Elton Hawke', which were shared between him and his business partner, 'Hazel Adair'

Not Arthur, this cat was unnamed.
Back in those days (late 50s, early 60s) the product was thought to be "cool".
The cat only appeared on the packaging and in the product name. Kent Walton was "the voice artist".
