I added up the differences between the numbers 2 + 4 + 6 + 12 and added it to 27........................51 is the 'departement' for Marne in France.

You probably need to work out how the sequence of numbers was generated, which is itself a combination of two mathematical sequences.

My next clue was going to be Modesty Blaise!

So I think we have the French connection - the sequence is itself, the sum of 2 sequences (1) the sum of each line of Pascals triangle (2) prime numbers.
