I can think of at least three nominees for "founder of Athens", depending on definition:
Theseus;
Solon;
Cecrops.

But Skyros does not mean arrow as far as I know.
The arrow was a reference to Achilles who was hidden on Skyros by his mother in an attempt to protect him from his tragic destiny at Troy
