I don't know where you live Lilian so it puts me at a bit of a disadvantage LOL
However, I will hazard a guess this is one of the several safety lamps which were invented in the 1800's, question is which one and therefore by whom!!

Well done Jean! It was a device that detached the cage from the winding rope and so prevented it flipping over or falling back down the shaft.
