You're so nearly there Deb, that I'll give it to you anyway!
It's just that if you take the first letter of each word and place it at the end of that word, it spells the same word backwards.

OK then, after researching, I have discovered it is a floating sculpture on the River Serpentine, by the artist Christo.
It is called "The London Mastaba", is 20 metres high and made from 7506 barrels.
It represents Christo and his late wife's desire to make art free.

That’s the one, Wendy. I saw it a few weeks ago. It was strangely appealing in the sunshine. I liked the reflections in the water.

Yes Jean, I thought it was because the river is dry, however that it is frozen is the correct answer!
